I forward herewith draft of the sply which has been forwarded today to T. Burghigesti of the teller as directed, and I annex receipt.
As regards the question asked by His Excellency at the Close of his Minute of 16th February, regarding the tucaning [translating?] of clause 4 of Art 29, I have to say that the clause was literally taken from the Simpsonal [Simpson's?] Code of 1871, being a literal copy of Art 27 in Third Schedule of the Education Code of 1871 (see p. cxxii of the Volume of Reports of the Committee of Council 1870 to 1871, sent herewith),
